- There are office files in PDF or other formats published before March 8, 2019 that do not fully comply with all accessibility requirements.
- Online mapping and cartography services, provided that essential information is provided in a digitally accessible manner in the case of maps intended for navigational purposes. For example, a google maps viewer (or any proprietary mapping system) that is embedded on a website page to display a map with the location of the city's registry offices would be excepted, but in any case, the physical address of those offices should be collected in an accessible format on the same page.

Through the Generic Instance of the Electronic Headquarters of the Ministry of the Interior, as well as the other options included in Law 39/ 2015, of October 1, 2015, of the Common Administrative Procedure of Public Administrations. The facts, reasons and request must be clearly specified to show that it is a reasonable and legitimate complaint or request.
Communications, complaints and requests for accessible information will be received and processed by the Subdirectorate General for Quality of Services and Innovation.
Application procedure
In accordance with Article 13 of Royal Decree 1112/2018 of September 7, on accessibility of public sector websites and applications for mobile devices, you can urge the complaint procedure:
Art 13.1. If once a request for accessible information or complaint has been made, it has been rejected, the person concerned does not agree with the decision adopted, or the response does not meet the requirements referred to in Article 12.5, the person concerned may initiate a complaint to know and oppose the reasons for the rejection, urge the adoption of the appropriate measures in the case of not agreeing with the decision adopted, or expose the reasons why it is considered that the response does not meet the requirements demanded.
A complaint may also be initiated in the event that the twenty working day period has elapsed without a response to a complaint filed.
To initiate the complaint you must download the Web Accessibility complaint form and fill it in. It can be sent to the Subdirectorate General for Quality of Services and Innovation, through one of these two ways:
- Telematic: through the electronic registry by means of the existing procedure in the electronic headquarters of the Ministry of the Interior (requires a Digital Certificate and the ability to make an electronic signature by means of Java applet or Autofirma application).
- In person: by handing in the duly completed template printed on paper, at at the network of registry assistance offices.
The appropriate administrative appeals may be filed against the resolution of this claim, in accordance with the provisions of Article 112 of Law 39/2015 of October 1, 2015.
